The Division of Public Health (DPH) at the Wisconsin Department of Health Services received grant funding to identify, quantify, and address gaps in the Wisconsin public health system infrastructure. Within the five years of the grant, DPH aims for our statewide governmental public health system to be equipped with the financial and human resources needed to provide all Foundational Capabilities to every community in Wisconsin.
UWPHI currently supports focused action that helps public health workers build skills needed to thrive across all levels of the public health system. We do this through:
- Synthesizing data collection results to prioritize Wisconsin public health workforce needs.
- Training new and existing public health staff at both the state and local levels in Foundational Capabilities and related topics to advance health equity.
- Partnering with other statewide workgroups to advance workforce development.
- Developing, implementing and evaluating technical assistance for application of health equity principles within local public health department policies, programs, and partnership-building activities.
- Providing professional development in collaboration with partners to deliver tailored training for public health staff in key capacity buildings skills in social and structural determinants of health. Training topic areas include narrative, power, social economic and structural determinants of health, culturally responsive evaluation, community engagement.

Training & Technical Assistance Opportunities
As part of the Wisconsin Health Infrastructure Grant (PHIG), UWPHI provides learning opportunities focused on the Foundational Public Health Services. Statewide learning opportunities, as well as individualized trainings and technical assistance (TTA) for local and tribal public health departments (LTHDs), are available.
The list below includes current online training opportunities and examples of different ways TTA can be delivered to local and tribal health departments. This is not a complete list, and LTHDs are encouraged to reach out to UWPHI Training & Learning for more information.
1 hour (via Zoom) | MONTHLY
Spotlights provide a space for Wisconsin public health departments to share their experiences, lessons learned, and barriers encountered while implementing programs or policies. Presentations are designed to foster shared learning, collaboration, and innovation across agencies.
1 hour (via Zoom) | BIMONTHLY
Conversations that foster Wisconsin-centered dialogue around high-interest public health topics. Discussions typically respond to a national webinar or UWPHI presentation.
2 ½ hours (via Zoom) | BIMONTHLY
Trainings that connect local and tribal health department staff and allied partners with subject matter experts from across Wisconsin and the nation. Immersions provide skill-building opportunities across multiple Foundational Capabilities.
- Email guidance – This connection between UWPHI staff and a requester is primarily handled through email. This could result in sharing resources, tools, or sharing the contact information of a subject matter expert.
- Online consultation – Connection between UWPHI staff and a requester happens via an online meeting that is generally 30 minutes to one hour in length. This is intended for thought partnership on workforce development issues, orientation to a public health practice tool or resource, or other relevant topics. This consultation can be a standalone conversation but may also build to other TTA.
- Online live training – UWPHI staff facilitate live online trainings for requesters. These trainings can also potentially involve subject matter experts and partners outside of UWPHI. These trainings can be one-time events or multi-part series. These trainings can be for an individual requester or for cohorts of learners from across the state.
- In-person training – In cases where it is determined that content is best delivered in-person, UWPHI staff can facilitate in-person trainings for requesters. Much like online live trainings, these in-person trainings can potentially involve additional subject matter experts and partners outside of UWPHI. These trainings are most often half-day or full-day events and can be provided to a single
LTHD, a regional group of LTHDs, or at a statewide convening.
