Astra Miriaku Iheukumere is the Assistant Director of Community Networks and National Partnerships at County Health Rankings & Roadmaps (CHR&R), a collaboration of the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute. Her work focuses on assembling the building blocks of a comprehensive network of cross-sector stakeholders committed to developing a Culture of Health in communities throughout the nation, including managing relationships with various partner organizations that are working with the CHR&R program to support this work with their local members. Through her work, Astra has combined her passion for relationship development with her experience formulating ambitious policy agendas to work toward connecting the most unlikely partners, ultimately for the greater good of local communities and overall improvement of the nation’s health. Astra joined the program in December, 2014.

With over 17 years of experience in policy analysis, program management and business management at the municipal and state levels, as well as in the nonprofit and private for-profit sectors, Astra brings perspective and a wealth of knowledge to her role. Most recently serving as Assistant to the City of Madison, Wisconsin’s Mayor, Astra provided mayoral guidance on the political and policy implications of various initiatives related to public health, community development, public safety, civil rights and education. Previously, as Outreach Coordinator for the Wisconsin Department of Revenue, Astra honed her relationship-building expertise as she formed partnerships with stakeholders and coordinated the department’s response to taxpayer and business stakeholder needs. Astra also served as a Medicaid Benefit and Fiscal Policy Analyst for the Wisconsin Department of Health Services, interpreting and developing coverage policy for almost 5 years.

Astra’s professional background is complemented by an MBA, a Masters of Arts in Public Management emphasizing social policy, and a Bachelor’s degree in Political Science from the University of Wisconsin-Madison.
