Promoting Coverage through Medicaid/BadgerCare
& the
Federally-Facilitated Marketplace:
Getting Ready for October 1 Open Enrollment

Wisconsin’s planned changes to Medicaid and BadgerCare, along with implementation of the Affordable Care Act, will present new coverage options and enrollment challenges. Consumers may already be perplexed by myriad eligibility rules. They will need accessible, ongoing support as they navigate and become familiar with their new options or seek to retain coverage.

Open enrollment in the ACA-supported Marketplace begins on October 1, with new insurance coverage beginning January 1, 2014. Wisconsin’s Marketplace coverage may immediately be in demand by some 90,000 former BadgerCare-enrolled adults, along with the existing nearly half-million uninsured Wisconsin residents. Consumers who are currently covered by private individual or small-group policies may also seek information and Marketplace assistance.

Navigators will be a novel and important resource; insurance brokers will assume new roles relative to public programs, and advocates will be moving into the private coverage arena. Programmatic changes make role definition, communication and collaboration essential, along with the provision of training, technical support, and consumer engagement.

  1. Engage stakeholders across sectors in forging a unified plan for outreach and enrollment, and,
  2. Provide overview and training for those working directly with consumers in an enrollment or advisory capacity.

Goal: Get Wisconsin residents covered through appropriate health insurance venues.

The Meeting is Not: a forum to critique federal or state programs or progress.

Track 1:
Summit for planning and design of enrollment workforce and infrastructure designed
Audience: for leaders, managers and planners with program, policy and decision-making authority

Track 2:
Training to prepare for enrollment in Medicaid, BadgerCare, and the ACA Exchange/Marketplace using the new eligibility rules and options for federal subsidy
