Cost, Coverage, and Access

The UW Population Health Institute is evaluating Wisconsin’s BadgerCare Plus health insurance program and reforms, in partnership with the Wisconsin Department of Health Services. BadgerCare Plus is Wisconsin’s Medicaid and SCHIP programs, providing health insurance for most Wisconsin children and many low and middle income families.

The Robert Wood Johnson Foundation awarded the UW Population Health Institute grants under two rounds of its State Health Access Reform Evaluation (SHARE) initiative. This funding has supported study of BadgerCare Plus enrollment, efficiency, and churning of covered members, and currently supports assessment of Core Plan utilization by childless adults and the predictive value of the health needs assessment.

The Institute previously conducted evaluation under Wisconsin’s State Health Access Program (SHAP) award from HRSA. DHS in 2013 procured from the Institute an evaluation of the changes that took effect under DHS Medicaid Efficiencies initiative.

Health System Performance and Transformation

The Health Policy Unit conducts consultancies and research projects in collaboration with partners in the public and private sector, focusing on quality, cost, and value in health care.

Recent projects include evaluations of public and private health insurance performance at the community level and a pilot program to provide Medicaid medical homes for high-risk pregnant women in southeastern Wisconsin.

Health Impact Assessments 

According to the WHO, a Health Impact Assessment (HIA) “is a means of assessing the health impacts of policies, plans and projects in diverse economic sectors using quantitative, qualitative and participatory techniques.” HIAs are carried out in order to determine the potential effects of a proposed policy on the health of a population and the distribution of the effects within the population.  HIAs aim to provide recommendations on monitoring and managing those effects.  HIAs are accomplished through a systematic process, using an array of data sources and analytic methods. HIAs ideally promote and fully consider input from a broad range of stakeholders. HIAs determine what impact the effects of a proposed policy will have on health outcomes and community well-being.
