Lilly is a program assistant in her fourth and final year working towards a J.D. and a Master of Public Affairs from
the La Follette School of Public Affairs. She is working on the Evidence-Based Health Policy Project, which is a
partnership between PHI, La Follette, and the Wisconsin Legislative Council to connect legislators and researchers. For
the summer of 2009, Lilly worked on medicaid issues as a health care analyst at the Government Accountability Office
(GAO) in Washington, DC. In 2008-09, she worked on the BadgerCare Plus evaluation project to calculate take-up and
crowd out rates of the recent medicaid expansion. Since beginning law and graduate school, she has also worked as a
patient advocate for ABC for Health, Inc and the Center for Patient Partnerships. As an advocate, she researched medical
treatment options, navigated insurance appeals, and helped clients apply for disability benefits. Lilly is interested
in the policy and politics of health care reform in the United States and comparative studies of different health care
delivery systems.
