Mr. Connor has an educational background in sociology and public administration. After working for the Center for Health Policy and Program Evaluation for five years evaluating the effectiveness of substance abuse treatment and prevention programs in Milwaukee and Dane counties, he worked at ORC Macro in Atlanta evaluating the children's mental health system of care initiatives funded by the Center for Mental Health Services. He worked as a Project Associate and eventually Project Manager for the longitudinal comparison study component. The study incorporated a quasi-experimental design matching three pairs of communities to test the impact of the initiative compared to more traditional children's mental health services. The evaluations examined child and family outcomes, service utilization, and system development.
Starting in 2003, he worked at the Wisconsin State Bureau of Mental Health and Substance Abuse Services as a Section Chief for evaluation, budget, and contract activities. He was responsible for the evaluation of state-funded mental health programs, the development and monitoring of contracts with mental health providers and consultants, and budget management for mental health program activities. He was involved with the design and development of new information systems for mental health data and also supervised programmatic areas covering services for the elderly and deaf and hard of hearing.
As a part of the UW Population Health Institute staff, he is now responsible for evaluating mental health programs for the State of Wisconsin to help with policy development, state program planning, and local program quality improvement efforts. He works with multiple statewide data systems to improve data quality and analyze data to monitor and improve the state mental health service system. The evaluations examine the effectiveness of children's mental health system of care programs, Medicaid mental health services, and other major service components of Wisconsin's mental health system.
